Important Changes to Homestead Exemption for New Home Owners
Amended Law now requires homeowners when applying for the homestead exemption to show proof that Driver's License and Vehicle Registration showing Applicant living as same address as applying for in Homestead Exemption. They must also declare that they are not claiming the exemption for another property in or out side of Texas.
The law which goes into effect Sept. 1, 2011 only applies to homeowners who have not applied for the Homestead Exemption on their principal residence prior to Sept. 1, 2011.
Here is an excerpt from the State comptrollers office regarding Homestead Exemptions and the changes to the law.

Subsection (n) is added to prohibit a chief appraiser from allowing a homestead exemption unless the addresses on the required forms of identification match and also match the address for which the exemption is claimed.
Subsection (o) is added to require that residence homestead applicants who are age 65 or older or disabled and who are not specifically identified on a deed or other recorded instrument must provide an affidavit or other compelling evidence of ownership.
amends subsection (j) to require that an applicant state that he or she does not claim an exemption on another residence homestead in or outside of Texas. A residence homestead exemption application must include a copy of a driver's license or state identification card and must include a vehicle registration receipt. If the applicant does not own a vehicle, he or she must provide an affidavit to that effect and a copy of a utility bill for the property in the applicant's name. The application must be signed by the applicant. Effective September 1, 2011, but applies only to a residence homestead exemption application filed on or after the effective date.
